Replacement Club Permit Logbook: How to Get One in Victoria

A replacement club permit logbook takes three things: a statutory declaration from the permit holder, a statement from your club, and payment. VicRoads sells replacement logbooks at its Customer Service Centres. Until the replacement is in hand, the vehicle cannot be driven more than 100 metres from its garage address on an unrecorded day.

What a replacement club permit logbook requires

The VicRoads page on operating a club permit vehicle sets out three requirements for a replacement logbook:

  1. A signed statutory declaration from the permit holder, stating the reasons for the replacement and how many entries were completed.
  2. A statement from the club secretary or another authorised person, confirming the holder's financial membership and that the club has recorded the replacement request.
  3. Payment, as set out in the club permit fees page.

All three, together. The declaration is the holder's; the statement is the club's; neither substitutes for the other.

The statutory declaration, and why the entry count matters

The declaration has to say two things: why the logbook needs replacing, and how many entries had been completed in the old one.

That second number is the one people are tempted to round. Do not. It carries forward, because the logbook is how your day allowance is tracked, and a replacement book is not a fresh allowance. A 45-day permit entitles you to 45 entries across the permit period, not 45 entries per book. VicRoads is explicit that a 45-day permit uses only the first 45 entries, unless a second 45-day permit has been issued and affixed to the logbook.

If you declare twelve entries used, you have 33 left on a 45-day permit. Declaring fewer than you used is a false statement on a statutory declaration, and VicRoads states that penalties apply for logbook offences.

What your club has to provide

The club's statement confirms two facts: that you are a financial member, and that the club has recorded the replacement request. A club that does not keep a record of the request cannot truthfully provide the second half.

Club membership also has to stay current. VicRoads requires club permit holders to remain current members of an approved club, and if you leave one, you have no more than 14 days before joining another. A replacement request lodged while you are between clubs is a problem on both fronts. Our guide to updating your club permit details with VicRoads covers the notification obligations that run alongside this.

What it costs

VicRoads says the payment for a replacement logbook is set out on the club permit fees page. Read on 20 October 2026, the VicRoads permit fees page publishes a logbook line of $3.40 as part of the initial permit fee, and a replacement plate table, but no separate replacement logbook amount.

So we will not quote you a figure for it. Ask VicRoads what the replacement payment is when you lodge, and treat any dollar amount you read elsewhere with suspicion unless it comes off that page. By contrast, the replacement plate fees are published: at the time of writing (20 October 2026), a single standard plate is $40.90 and a pair is $81.80. Our guide to replacing club permit plates covers that process, which is separate from the logbook.

Can you drive while you wait?

Not on a day that would need an entry. VicRoads requires an entry on each day the vehicle is driven more than 100 metres from its garage address, and the next available entry has to be completed before that journey starts. With no logbook, there is no entry to complete.

The 100 metres is the operative distance. Moving the car within that radius of the garage address does not require an entry. Our guide to club permit garage address rules explains what counts as the garage address.

The practical advice is to lodge the replacement before you need the car, not the week of the run you have been looking forward to.

Keep the permit and the logbook together

The club permit itself must be affixed inside the club logbook. The logbook is issued with the initial permit and renewed annually, so the two documents travel as one object.

That is why a damaged logbook is more serious than a damaged notebook. If the cover is coming apart, the permit affixed inside it is at risk too. Our guide to what a club permit is covers the logbook obligation in the context of the whole scheme.

Where Club Plate Co fits

Club Plate Co is a VicRoads-accredited club under the Club Permit Scheme, listed on the VicRoads Approved Clubs register. Membership is $99 a year, covering the endorsement of your permit application and your renewals, and everything on our side happens online. The logbook rules themselves, and what VicRoads requires to replace one, are set by VicRoads and apply regardless of which club endorses the permit.

Questions about replacing a club permit logbook

Do I get a fresh 45 or 90 days with a new logbook?

No. The entries you have already used carry over, which is why the statutory declaration has to state how many were completed. A 45-day permit uses only the first 45 entries.

Can I request a replacement logbook online?

VicRoads says replacement logbooks can be purchased from any VicRoads Customer Service Centre with the three items: a signed statutory declaration, a statement from the club secretary or authorised person, and payment. It does not list an online path for a replacement logbook.

What if my logbook is full rather than lost?

A full book is a different situation. Once all the entries are used, the vehicle must not be driven more than 100 metres from the garage entrance until a new permit is issued. That is a renewal or a second permit, not a replacement logbook.

Does my club have to tell VicRoads I lost it?

Your club has to provide a statement confirming your financial membership and that it has recorded the replacement request. So the club keeps its own record, and that record is part of what VicRoads relies on.

Club Plate Co endorses your club permit online — no meetings, no club nights.
